|Andrew is a former District Attorney in the Panhandle having served 7 1/2 years as the first Criminal District Attorney of Deaf Smith County. He went on to head the Prosecutor Council for 7 years. The Council was a State Agency that assisted prosecutors by providing technical assistance and educational opportunities. It is while with the Council that the first Statewide Elements manual was developed. When the Council was sunseted in 1985, Mr. Shuvalov decided to publish the Elements Manual on his own. Thus was born the "little green book".|
Andrew now practices law in Austin and is head of CLEAR. He has been married to his wife, Betty, for over 45 years. He has 5 children and 5 grandchildren. During the past years he and the folks at CLEAR have developed the Search and Seizure, and the Search and Seizure Without a Warrant Manuals.
